Description
Secure Processing Environments (SPEs) have become essential components
of existing and upcoming EU legislation when it comes to secondary use
of sensitive or confidential data. Although the operational,
technological and security landscape remains heterogeneous, common
design patterns and governance approaches have emerged over the last
two decades, addressing governance, computational infrastructure and
the oversight of data processing within SPEs.
To set the scene for the session, we introduce the core design
principles governing the establishment of SPEs in the context of
currently emerging regulation, such as European Health Data
Space. What problems do SPEs try to solve? What are the main
components of an SPE? What guarantees are provided to stakeholders?
What operational and governance constraints shape their design?
